Metropolitan Police Service Signs Framework Agreements With ICT Development Services Suppliers
The Metropolitan Police Service (MPS) is now able to procure Information, Communications and Technology (ICT) development services more competitively through the signing of framework agreements between the Metropolitan Police Authority (MPA) and 17 service suppliers.
The Development Services Framework, spanning the next four years, will enable the MPS to achieve its objectives in sourcing ICT services by:
Improving competition for ICT projects or programmes, or other ICT-related packages of work, to ensure value for money
Providing procurement integration for ICT development services (eg applications, infrastructure, business change) ensuring the delivery of complete solutions focused on the requirements of the MPS
Enabling timely access to services provided by external suppliers
The frameworks allow the MPS, on behalf of the MPA, to develop agreements with preferred suppliers for each of five categories:
ICT development (project) lifecycle services
Business change services
Technical consultancy/application development services
Technical solutions provision
ICT research and development services
The potential spend through the framework competitions is estimated to be up to £214m over the four years. This estimate is based on historical spend.
One of the benefits of the framework will be the development of partnerships with a range of external suppliers, to deliver timely and competitive ICT development services that demonstrate best value, meet MPS requirements and continually improve MPS ICT project delivery and performance. In addition, the frameworks support the MPS in the provision of proactive ICT supplier management.
These frameworks complement the ICT support services contract that the MPA signed with Capgemini in December 2005, as they enable the MPS to source resources and solutions to support new projects and programmes as and when required. The contract with Capgemini covers the support of existing ICT services.
