Earlier this year, Phillip Webb, Chief Executive of the Police Information Technology Organisation (PITO) gave a speech on risk management at a conference in Southampton. The conference, entitled "Agents for Change - where next?" was jointly sponsored by HM Treasury and the National School of Government.

Addressing an audience of government heads and internal audit and risk improvement managers, Phillip Webb's speech focused on how PITO ensured continuity of service to the Police National Computer (PNC) during two major incidents last year. One was a large local fire in the building adjacent to the PNC which could have affected service and the other potentially threatened the back-up system.

The PNC holds comprehensive details of people, vehicles, crimes and property and can be accessed by trained employees in the police, criminal justice agencies and other non-policing organisations 24 hours a day throughout the year. The PNC processes around 500,000 transactions a day, averaging over 12 million transactions a month in 2006. During the month of December 2006, there were 11,591,477 transactions performed against the PNC.

Phillip Webb said, "The Police National Computer is part of the UK's national critical infrastructure and it has to work even when other information systems are threatened. Thanks to robust contingency plans, PITO was able to keep the Police National Computer fully operational during two major incidents. PITO's risk management plans worked when we needed it most."
