Clair Miller of Hyder Consulting has been awarded a Chief Constable’s Commendation for her role as project manager to the joint civilian and police team rolling out and implementing the secure digital radio network for the Civil Nuclear Constabulary (CNC).

The CNC is an armed police service with a dedicated role in the protection of civil nuclear sites and nuclear materials. Hyder Consulting, the leading environmental, engineering, planning and infrastructure consultancy, appointed Clair to work with CNC police officers and staff to deliver on time and within budget the TETRA network provided by O2 Airwave. Clair’s delivery of this dedicated digital communications network was based on her application of a recognised project management methodology to support clear project governance. As the project progressed to completion Hyder’s role was extended to include the final management of switching sites onto the live network. Clair’s project management skills together with an experienced project team, supported the successful rollout of this complex project. The CNC, which provides a secure and safe environment for the nuclear industry to carry out its business comprises over 750 police officers and staff, and works in partnership with nuclear operators and Home Office and Scottish police services. The new digital network links civil nuclear sites, which include throughout the UK (including Sellafield and Dounreay), to the digital network of the UK’s emergency and public safety services. The new solution replaces an existing analogue system and carries voice and data communications with a guaranteed level of coverage across England, Wales and Scotland. The quality of service offered by the network enables CNC officers to communicate in remote areas as well as during major incidents (like 9/11), when conventional mobile and fixed telephony networks may overload and fail. The adoption of this TETRA-based communications network is part of HMG Critical National Infrastructure. The presentation of this award is a significant achievement for the members of the team, as well as a major accolade for this complex and challenging project. On presentation of the award Chief Constable William Pryke commented "The team is to be commended for its professionalism and commitment and most importantly for the delivery of this complex and critical system that was delivered on time and in budget without downtime or interruption to service." Clair Miller, Senior Consultant from Hyder said, "I am thrilled to have received this prestigious commendation. The delivery of this solution has been complex and its success is down to the focus and drive of the project team. My rapid assimilation into the existing project team was crucial to the continuity and success of this project. Without a project management strategy and the establishment of key milestones the rollout of this solution would not have been successfully achieved. Hyder’s longstanding experience in project delivery was a critical element to the project’s success and proves the immediate value and expertise that we offered to enable the project to remain on track."
