Northern Constabulary Implements Virtual Command And Control Environment
Intergraph integrates communications and command & control systems to support twin-centre, one-stop call handling for Northern's 30,000 kilometre policing region
Intergraph Public Safety is supplying both its intelligent command and control system I/CAD and a Vivista DS2000 ICCS (integrated communications control system) to Northern Constabulary, the police force for the Highlands and Islands. The combined systems and the high level of integration between them supplied by Intergraph will provide Northern Constabulary with a virtual command and control environment balanced across its two control centres.
The new, touch screen environment automatically locates and routes incoming calls from the public to the next available call handling position in Northern's control centre in either Inverness or Dingwall, for optimum response. The position of both mobile and landline 999 calls is instantly plotted on the system's map using BT's EISEC service. The virtual control room environment also provides business continuity as all primary systems are mirrored on both sites, enabling continuity of service if one site goes down.
Commenting on the virtual control room environment, Northern Constabulary programme co-ordinator Chief Inspector Colin Souter says: "It is like having a glass wall between the two control rooms. There is total transparency".
The systems integration also incorporates an advanced interface to the digital Airwave radio service to better support officers scattered across Northern Constabulary's 30,455 kilometre policing region. Individual officers can be identified by the system from their radio terminals, even when operating within multiple-officer units, while GPS location reports and incident logs are transmitted directly from field radio terminals to control centre screens. This GPS information ensures that individual officers are tracked on the system's map, even when on foot.
An emergency button on the officer's radio terminal will instantly display an emergency incident to their control room operator at their current location pinpointed on the map - a huge benefit to officer safety.
"This project is in line with our commitment to a new generation of one-stop, unified policing technology solutions, developed from the bottom up to optimise response" says Howard Papworth, Director Western Europe, Intergraph Public Safety.
