Better emergency communications through Mobile Satellite Services

The European Commission has selected two operators, Inmarsat Ventures Limited and Solaris Mobile Limited, to provide mobile satellite services (MSS) across Europe for 18 years.

Among numerous services that will be provided over a specifically reserved spectrum, emergency communications will benefit from the innovative wireless communication services.

The selection of the mobile operators is based on the Decision (626/2008/EC - see below) proposed by the Commission in August 2007 and adopted by the European Parliament and Council in June 2008. This Decision called for creating a single EU-wide selection and authorization procedure for operators and for identifying specific radio frequencies to be deployed by each selected operator across Europe.

Mobile satellite services enable communications between satellite and mobile terrestrial equipment. Their deployment can range from public protection and disaster relief to high-speed internet access and mobile television or radio. MSS cover a large part of the EU’s territory, helping ensure access for all Europeans to new communication services, not only in metropolitan areas, but also rural and less populated regions.

Systems providing MSS use radio spectrum to provide services between a mobile earth station and one or more stations either in space or on the ground at fixed locations.
